Or then we could use INITDIR variable in Makefile like this:

# Uncomment the INITDIR that matches your system.
# Debian/GNU Linux
INITDIR=/etc/init.d
# RedHat Linux
#INITDIR=/etc/rc.d/init.d
# Distribution X / Operating system X
#INITDIR=/etc/somedir

That would be more portable between distros and UNIX variants
than trying figure the INITDIR using these distro-specific
files. Though this way isn't as easy.
